80. It is difficult to give a firm estimate of the total cost of those developments. The more good Chinese the University can appoint the greater the economy, and, provided the essentially British quality of the University is maintained, the better its appeal to China. Assuming a maximum recruit- ment of Chinese lecturers the sterling cost yearly would be £4,190 and the dollar cost about $213,400. Assuming the other extreme, our in- ability to find good Chinese lecturers, the cost yearly would be £6,515 and the dollar expenditure about $194,000. At $16 to the pound, the ex- tremes of costs in dollars would be $280,000 and $298,500. To this, provision for Provident Fund' payments and other charges should be added, averaging 15% on dollar salaries and 40% on ster- ling salaries, thus increasing the minimum estimate above by $40,000 and the maximum approximately by $52,000 to $320,000 and $350,000.
81. We have proposed a contingency in which the University should be willing to develop teaching in Electrical and Mechanical Engineering. If this were done the University would have to be prepared to face the following additional expenditure:
